Enhance stat priority?

So I was under the impression that the stat priority for enhance was Hit>Agility/crit>Strength/AP>etc.

Reasoning is that agility or crit gives you flurry procs which means more attacks and more windfurys.

 

Someone today told me strength/AP is more important?  I get that it makes you hit harder, but you crit way less often and your WF procs can do less damage.  I think that agility or crit is more important on gear than strength.  Thoughts?

Yes, I believe the enh shaman is the only hybrid that uses agility stat priority.
