This quest is for the Imperial Plate Armor set. 

You can find Derotain Mudsipper at the following co-ords in Tanaris (gadget). (51,28)

I read this quest is available from Myolor Sunderfury in IronForge when you reach a blacksmithing skill of 265. He is standing at 52.0, 40.9

But no one give me the quest, got the requirements, i think is bug, plz help
