Imp's Firebolt deals way more damage than intended?

Just started leveling a warlock, the rank 1 firebolt from my imp dealing 20 damage each cast instead of 7-10 like it states. Now I'm level 7 and it's dealing around 35 damage each cast. 

Not sure if it's just rank 1 only that's bugged, but just a heads up on that. Makes the starting zone a joke.

EDIT: Only Rank 1 is bugged. Just upgraded to Rank 2 and the damage is back to normal.
