Covert Ops - Beta explosives not working properly

Hello, I am in the Stonetalon Mountains doing the Covert Ops - Beta quest. When i go to place the explosives on the back of their carts, it always says failed when i place them and the detonators dont do anything, this is obviously a troubling situation and i would appreciate help, thanks
