Can't Train Professions or Skills from Trainers

-lvl 19 troll shaman, username Tazdinggoo

I'm unable to pay profession and class trainer to upgrade my abilities and professions to journyman or individual recipes to craft.

i.e. when i was lvl 49 mining i could see journyman upgrade available at the profession trainer, and upon leveling to rank 50 mining the journyman upgrade disappeared leaving my mining lvl capped at the apprentice level. I also have not been able to purchase upgrades for my abilities from my shaman trainer.

I noticed this error after re-speccing my talent points (it could be coincidence) as i was able to purchase skill upgrades from my shaman trainer prior to re-speccing talents.

Also, how do I create an in game ticket, I looked for it but was unable to find it (posting all this for my friends account) .
