Cant regist a guild charter

Hi all!

I create a guild charter and take all signatures. But guild charter does not work to pass. Its happened at six times!Help pls to understand! Thnx

Put the signed charter in the upper left corner of your original backpack then try turning it in. If this doesn't work, put the charter into your bank and then retrieve the charter putting it into your original backpack and then turning in the charter.
