Why does no one do level 19 WSG? ;_;

I have so much nostalgia from PvP. But it looks like no one ever queues up for low level Warsong Gulch. Why? ;_; It is the best, the crappiest, and the most perfect level to introduce someone to PvP. I am getting someone into playing vanilla WoW here who likes it a lot and I have been talking up how crazy and fun it is to do PvP battlegrounds but it is either broken or no one ever does low level WSG... Which is it?

It's a pvp server. If people want to pvp they gank low levels that they know they can win. Not too many of these gankers are really good at their own level so they just avoid battlegrounds.
