The Missing Diplomat Private Hendel bugged

Hello all! I am a level 36 Dwarf Priest, and I'm having an issue with the Missing Diplomat quest chain. I have reached the point where I have to subdue Private Hendel in Dustwallow Marsh, but every time I defeat him he runs back to his position and the objective doesn't complete. His orange text triggers saying "Private Hendel, to injured, gives up the chase". I've deleted my WDB folder and restarted the game, I have tried not fearing them with Psychic Scream, and I've been doing it solo, so I have no clue what to do. Does anyone have any suggestions or a gm that could help me?
