TBC Server Bug (Mo'Grosh Stronghold, Loch Modan)

In Mo'Grosh Stronghold located in Loch Modan, there doesn't seem to be any "Mo'Grosh Ogre" spawning, making it impossible to complete the quest "Mercenaries." Information from websites states that they should be all over the internet, but there are none to be found on the Stormrage TBC server after searching the entire area.
