The quest giver to start TBC quest line is not working on the alliance side

Does it not work as in, you pick it up and nothing happens or you can't pick it up at all? Or is the quest giver dead?

Quest giver is alive, just no quest. No yellow "!". this issue is not unique to myself, I have ran into multiple people that can't start the quest line.

They reset and now the quest giver is active again. THanks!
