quartermasters in outlands missing item in shop

Quartermasters in outlands such as the senarius exp, thrallmar etc... lack armour sets in their shops. Class sets such as evoker's , mooncloth, and seer's class sets are not being sold. Is this intended?

Many items are added in later patches. I didnt specifically check these items but generally that is the case.
