Shadowmeld passive stealth bonus functional?

Does anyone know if the NE racial shadowmeld passive stealth bonus to rogue stealth and cat form prowl is functional on Nostalrius and/or elysium?

Also is feral instinct functional? ( feral talent that makes it harder for people to detect you while prowling )

This question has been bugging me a lot because I'm planning on rolling a NE druid and I'd hate it if shadowmeld was useless or if certain talents didn't work and couldn't easily be tested.

Shadowmeld is functional and gives you the passive bonus. To those who never played a nelf in vanilla, remember that it can only be used out of combat.

Feral Instinct should be functioning as well, I can't remember hearing druids complain about it.

We know shadowmeld works, what I'm wondering is if your prowl and rogue stealth is passively boosted by being NE, as it should.

Night elfs sim highest for dagger PvE dps.

Shadowmeld is incredibly useful for PvP. I use it all the time when stealth is on CD. It also gives us a free talent point that we don't have to put in MoD."

Which is why I wrote "to those who never played a nelf in vanilla" because the ability was later changed to work in combat as well.

I answered your question in the first sentence of my post: "and gives you the passive bonus".
