For players that are new will there be time to catch up on the Nost realms or is it better to wait for the fresh realm, and if so would it have the same population as the old Nost realms?

There will always be people leveling, all 3 servers will have a really healthy population, you'll be fine.

I guess whether or not you'll have time to catch up depends on whether or not Ahn'Qiraj 40 is coming within three months of Nostalrius (re-)release.

Just go onto the server you want to stay on. I see no point playing on one of the Nost realms if I will be mainly playing on the fresh, hence I have chosen to wait till the fresh server is released before playing. However it is up to you at the end of the day. Just choose which is best for you. And above all, have fun :)

Will this be a Vanilla server only are they making it progression to WotLK?

They haven't really said one way or the other, anything is possible.

Crestfall has said they definitely have plans to progress into TBC, and possible WOTLK.  So if you're looking for something a little more "definite" keep an eye out over there, but that won't be for quite a while so...
