There would be clogged zones again, tho it would be nice that everyone starts at the same level, fresh economy, race to level and realm first... A lot of the casual players will flock to PVE and there are plenty of competitive players that like PVE servers also. And it doesn't matter if it's fresh or not, there's no pain in being the 2nd or 20th or 2000th person to get to 60, once you're there you're there, and you get to experience the content and the community the same as everyone else. It's not like you're going to be gank fodder because you're a smidge late to the party. The PvE will stay strong.
