Anyone not able to get the level 20 poison quest?

I'm level 27 right now and am unable to acquire the rogue poison quest from the cleft of shadows. It's really annoying and believe it's a bug. I might of acquired the quest at level 20, then abandoned it later since I never got around to it. I put in a bug tracker issue but wanted to check and see if anyone else has run into this issue? I know I've talked to a few rogues in game who were unable to get the quest either.

I'm guessing I know the problem then. After getting the quest you use an item to shoot off two flares than /salute the guy outside the tower to update and grab a new quest. that is likely where your quest is if you abandoned it. How to get that quest item to shoot off the flares I'm not sure, you'll probably just need another rogue who is on the quest to make the NPC flag friendly to get the quest back, or use the whistle thing you get.

You have to lvl your Lockpicking to around 100 skill (the footlockers in Redrige). Im suprised no one told you this yet.

You can get a new Flare from your Roguetrainer to flag the NPC friendly
