Why is Nostalrius banning accounts instead of IP addresses?

It is smarter to do IP bans and IP range bans of gold sellers/hackers instead of banning the victims' accounts.

Your core audience is not going to donate to fund for the servers if you delete their hacked level 60 characters. Check to see who actually logged into these accounts and ban those IPs. You can wipe their inventory clean if there has to be a compromise and you cannot revert their accounts to an earlier state.

you can't just ban a IP class because some chinese also they can use private VPN with different classes of IP from different countries.

Perhaps whitelisting allowed IPs or IP ranges could be an idea. To add another IP, SMS/email confirmiation would be required.

Because its more direct. IP bans can be evaded with VPNs or by simply having dynamic IP. But also if you range banned someone, another person might be banned as well (and its they are totally innocent) so no reason to do that, better to avoid it.

Actually the technology is called a "proxy". Not VPN. Most VPN's providers give you a proxy to use or simply force your traffic thru one w/o you knowing it. VPN just provides you a secure tunnel between two end-points. From there, you traffic is routed thru one more more proxies and out onto the Internet.
