Message to the Wildhammer

There's a quest called Message to the Wildhammer in the Hinterlands. I see the quest giver; see the yellow exclamation mark but I can't seem to get the quest from him. I also can't get anyone to share the quest to me because it's greyed out. I looked up the quest and it had no prerequisites. I'm thinking this is a bug, there shouldn't be any reason for me not to get the quest.

I checked the bug tracker and I saw this issue was marked invalid; I assure you that it is not. The quest should be gettable. It has not been done, I meet all reqs for it and this is a bug.

If you're on Elysium or Zeth'kur this quest isn't in the game yet as it's a progression realm.

The quest is already ingame as some people is doing it, its a bug and I also have it.

This is still bugged. I was able to get it during Nostalrius on my undead warlock. I am now on my 49 Tauren Warrior and I can see " ! " above the NPC but when I right click it just shows a vendor option. I am on Anathema

Bugged, i can`t complete it at lvl 52 when got it at 45. Now i have done this quest in my questlog, but no place to deliver it. Anyone seen these on retail?  Some our admins call it "PvP", stick to him upper level cap and reject this issue. Anyone can say - why?
