Unable to use Seaforium Charge on lockboxes

Hello everyone.

I am trying to open a lockbox with Large Seaforium Charge, but unfortunately, it says "Invalid Target". I know that description says "Use: blasts open dificult doors", however, if we click on the effect in vanilla db:

Effect #1(33) Open Lock (16) 
Value: 250

 

And the comments to the item approve, that it can be used on lockboxes.

Is this a bug?

What type of Lockbox is it?

Tried iron, heavy bronze, steel - 250 skill should be enough for them.

So, is there a way to file a bug against this? Can't see any options in the bug tracker.

I don't think C4rium charges were able to open lockboxes in vanilla, at least here is what mentioned in 2.1 patchnotes (which is Burning Crusade):

Seaforium now opens locked chests as well as locked doors. The Consortium Vendor Karaaz now sells the engineering recipe for an Elemental Seaforium Charge if you are revered with them.
