If I understand you correctly, you are saying there is a 1-2 second latency problem on server, and wondering if it is the server or VPN? I will take it that you play on Elysium, and if so this is a known issue. The devs are looking into it from my understanding. We are all experiencing the problem, so hopefully it will get fixed asap.
