Can't /say til level 7, can't speak or whisper at all?

For some reason I'm unable to speak at all in game.  Like I can't even use the localized white font talk. I get a message that says I can't /say until level 7.  I can't whisper at all.  I don't remember this ever being a feature before.  I am using a couple addons.  Questie and MrRolePlay, that's it.  Not sure if it's a conflict with those, but I've used them in the past without issue.  Any ideas?

I could've sworn I saw a  level 4 thank me (not /thank, but actually typed "thanks") in game.  I was unable to reply like a human being so I just /welcome back to him.

That is because he has a higher level character on his account already. :)
