Weak Troll's Blood Potion Not Functioning

As I have been leveling my Alchemy and leveling at the same time, I have noticed that the Weak Troll's Blood Potion (Restore 2hp/5 seconds for 60 minutes) does not produce it's tooltip effect.  My character gains the buff "Regeneration" but doesn't get any actual benefits from it.  I have submitted a bug report to the tracker and it is pending review.  Are there higher level alchemists out there who can test the Lesser/Strong/Major Troll's Blood buffs to see if they are functioning?

I have another problem, getting message "you can't use it yet" or similar for 50% of times I try to drink it.

seems this is still buged and not working i was attacked aby a lock frenzy fish or what ever there called and was on land and not getting the effect of this at all so i can say 1% that its still buged
