I'd imagine thats the idea they have in order to space it out a bit. The people who have already went hard these first few days on Elysium, as well as guilds who committed to playing there will most likely stay. Where as the guys who spent the majority of the time in queues and only able to get on a handful of times (myself included) will probably go to the 2nd fresh.
