Even if you don't put the quest items in bank, this quest still bugs out. I did this quest on my Warrior and specifically went out of my way to do it all in one sitting and keep all the items in my inventory. It still bugged out, and wouldn't let me turn it in. You don't have to abandon the quest, you just have to put the items in the bank and take them out again. Luckily there's a bank NPC in gadget, where the turn-in NPC is.
