Traditionally you could fish them up in places like Menethil Harbor, but I haven't had much luck... If anyone has any suggestions on where I could fish them up, I would very grateful! Feel free to visit the locations yourself to verify which ones are currently available: http://db.vanillagaming.org/?search=Oily+Blackmouth+School each link has a set of zones the are obtained as well as spawn locations.
