I'm aware that raiding as Arms isn't typically ideal due to MS taking a debuff slot (and because Fury is just better), but from what I understand, MS is a low priority debuff and should be overwritten.  Is that legit or am I mistaken?

it all depends on what patch you're on, pre-zg definitely no, post-zg is debatable based upon your guilds own decisions (i.e. if all debuff slots are predetermined then arms is worthless)

I'm aware that it's never an "approved" debuff, but from what I've read it's a low priority debuff, meaning it should be overwritten by debuffs the game gives higher priority to.  If that's the case, isn't the debuff kind of moot?

It get's overwritten, yes.    However, you are also the cause of somebody else's better buffs getting overwritten by MS until they then have to reapply the proper raid debuff and then continue normal DPS.

Even a debuff of equal priority might be more important to have that debuff up rather than MS.   Only if you are actively pushing high PVP rank should you show up to a raid in MS spec, and if you are actually pushing ranks, your guild would understand why you are not respeccing multiple times in a week.

So if the raid boss is already maxed out on the number of debuffs, wouldn't the MS debuff not get applied at all since it's a lower priority?  It makes sense that it might overwrite one that's on the same priority or lower.  I wonder how many debuffs there are that apply to that.

If you want to use a two hander in a raid, slam does more damage per rage invested especially if you get improved slam. With improved slam you want to cast right as your attack lands (animation is late) so I would suggest getting a swing timer addon to time it more accurately. It's not going to be as strong as dual fury on single targets due to the nature of dualwield, but if you are horde with windfury it gets pretty darn close if you get really good at timings.

Not all preferred debuffs for the 16 slots are high prio, some are mid, very few are low.   Still MS is bad dps in general and is a PVP talent used to limit heals on the zerg target.

Horde can pull off 2H fury in raiding due to windfury totem.  Alliance, you should stick to 1h x 2.

Oh, I'm well aware dual wielding is better (I'm Alliance). I'm mainly just trying to figure out my alt warrior. I'll be running farm content on him since my main doesn't need anything at this point and paying respec fees on an alt for farm content is FeelsBadMan.
