Hinterlands Quests not appearing?

All of the quests that are normally in Revantusk Village are not there.  The Hinterlands is one of my favorite zones to level up in.  Were these quests not available in patch 1.3 or am I bugged or something?  Also, [45] Pirate Hats Ahoy! in Tanaris is also not available for me to start.  I think there are more in Tanaris that aren't available for me to obtain either.

The Hinterlands quest hub in Revantusk Village didn't get put in until 1.5 for Horde.

Pirate Hates Ahoy didn't get implemented until patch 1.8

This is intentional. Hinterlands and Searing Gorge don't acquire all the quests until 1.5.

i don't really understand why the design team does it this way.  I mean I get that they and most of us want a "as close to classic" experience as possible but does introducing quests that are intended for smoother leveling really that important to release on a patch by patch basis?  Just open them when the server launches...

Been this way since the Nost days a few years ago, again it's an attempt to mimic Blizzard patch progression as closely as possible.

Im sorry but when i start played wow vanilla at the very beginning the quest from Searing gorge was there!

its so bad..

You may have taken long enough to level that by the time you got to searing gorge it was there, but it was certainly not available at launch.
