PVP Ranks Level Restrictions?

Anyone have some good info on what ranks can be achieved at what levels?

Wrong, I was rank 6 with level 39 when EU-Nazjatar was opened in 2006. it was even possible to get the r11 mounts pre 60 without learning riding back then.

I didn't saw anyone with level <20 and rank >3

You don't need to be R14 for the mount. You can get the PvP mount in the 50-59 bracket.

He is asking at the restrictions of ranks per level, for example, u cant get past rank 3 at lvl 19. That information is somewhere and im looking for it too.
