how to I promote newly made guild ranks?

When making a new guild rank, it starts at the bottum of the rank ladder. How do I move it up this ladder?

I've tried multiple things but still havent found a way to do this.

You can't move the rank orders, you have to modify each member for new ranks.

You can't move ranks sadly. You have to manually change the permissions and names of the ranks below the placement of the new one and demote everyone that is below the new rank. Let them know that it's not a real demotion but you are just adjusting for a new rank.
