Nope, rebooting the server does reset the queue, but causes other problems that are rather annoying. If you're in an instance, you will need to see about getting a new group together and running a brand new instance, because you have a snowballs chance in hell of getting the 5 people back together in a reasonable time frame. When the queue is restarted, unless you're extremely lucky, you're going to be waiting for up to an hour to get back on.
