I believe the first one available is a 2h blue boe sword, then the melee/hunter ring from maraudon at level 49, I might be wrong. Its very scarce and something you get more towards end game gearing. Crit item's are more easily found, but again not too many of them before level 40-50+. What's the difference between items that have agi and crit chance? Agility does increase crit chance, but you need a lot of it in order to increase crit by whole percentages. Obviously some classes feel a lot less powerful when you miss a higher portion of your attacks, but it's not really a glaring issue for any of the classes at all. If you're fighting mobs above your level, maybe, but there's not many beneficial reasons to do that.
